The setting is going to start off in Placerville California. The town was known as Hang town back during the time of the gold rush, due to the massive amounts of hangings they had within a three year period. Mortal and second sight is all I'm accepting at this time.

Basic character creation rules, you are given 30 exp to play with. Armory, Reloaded and Core WoD book merits are perfectly fine, anything else, please ask me first if its allowed. I'll look over it and get an idea if it will fit the setting or not.
